1. Organizing Authority

The ASAF Sailing Cup 2016 and Shanghai Yacht Club and Resort Invitational Regatta will be held at Dianshan Lake, Shanghai, China from August 18th-21st in 2016. The Organizing Authority is made up of the Asian Sailing Federation(ASAF) in conjunction with the Chinese Yachting Association. The host is Shanghai Administration of Sports. The co-organizing is Shanghai Yacht Club and Resort(SYCR). Shanghai Boat and Yacht Association, Shanghai Qingpu Sports Bureau are supporting organization.

 

2. RULES

2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016(RRS).

2.2 RRS Appendix P, Special Procedures for Rule 42, will apply.

2.3 Class rules regarding membership will not apply.

2.4 If there is a conflict between languages the English text will take precedence.

 

3. ADVERTISING AND BOW NUMBERS

3.1 Advertising on the supplied equipment is only available to the organizing authority. Competitors shall wear bibs provided by the organizing committee.

3.2 boats shall display bow numbers and advertising chosen and supplied by the Organising Authority as provided for in ISAF Regulation 20.

3.3 Competitors aboard the boats ranked first, second and third in the series at the beginning of each day, shall wear yellow, blue and red bibs respectively while racing. The bibs will be provided by the Organizing Authority.

 

 

4. ELIGIBILITY AND ENTRY

4.1 Any person in good standing with ASAF may enter in all or any of the following events:

4.2 Entry Registration Form and Charter boat requirement form is available at www.syclub.net and should be delivered before 20 July 2016. Accommodation and equipment is guaranteed only to sailors who have submitted an entry form and complete payment of charter fee before 20 July 2016.

4.3  Entry fee is free.

4.4  The club will provide food and accommodation(2 persons per room for adults, 2-4 persons per room for kids), including transportation from Airport to Shanghai Yacht Club & Resort from Aug 17 Afternoon to Aug 22 morning. Each team can enroll 1 coach or team leader every 8 sailors. Extra support person will be charged 1200RMB for food and accommodation.

 

4.5 Charter fee

Limited charter boats are available and shall be allocated to the competitors registering first. The Organisers can arrange following charter equipment only:

4.7 ISAF Eligibility shall apply. Each athlete in Laser Radial, Laser Standard, RS:X, Nacra 17 shall be registered as an ISAF Sailor on the ISAF website: www.sailing.org/isafsailor

4.8 Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form at registration.

4.9 Competitors from any MNAs affiliated with ISAF / ASAF and those whose have applied for membership to ISAF / ASAF are eligible to participate in the ASAF Sailing Cup series or any regatta.

4.10 Competitors and team officials or other guests will receive an identification card at registration at the venue which must be displayed at all times. Access to competitor’s preparation and residential areas will be restricted. Spectators at the sailing venue may also be required to display a registration card which will give access to specific areas only.

4.11 Each competitor competing in the Optimist shall be less than 16 years of age in which the competition is being held.

4.12 In the event of less than 8 boats being registered for any of the Olympic Classes by 17 July 2016, the organisers reserve the right to cancel racing in those classes.

 

5. FORMAT

5.1 The Championship will consist of a single series of races, plus medal races on the last day for the top 10 sailors from the qualification series in each event. On the last day there will be a final race in each event for those who did not qualify for the medal races.

5.2 Other formats may be used as authorized by the ASAF Sailing Cup Steering Committee.

6.3. There will be a scheduled number of a minimum of 3 races per class on each day.

6.4 The final race day schedule shall include final series races and medal races.

6.5. The Opening Ceremony and Welcome Dinner may be attended by invitation only. Additional invitations for MNA representatives, coaches and family members may be requested through the race office

 

7. MEASUREMENT

7.1. All boats may be inspected for compliance with the Class Rules.

7.2. The Equipment Inspection Committee appointed by ASAF will be the responsible body under RRS 64.3(b) for interpreting the rules following a protest.

7.3. Any changes to the Equipment Regulations will be posted on the official notice board.

7.4. Any boat or equipment may be re-inspected at any time.

 

7.5. The date and time for equipment inspection will be established by a draw conducted before the regatta. The designated time of equipment inspection may be subject to change by the Equipment Inspection Committee.

7.6. After equipment inspection, no boat or inspected equipment shall be taken from the boat park or the racing areas and their adjacent waters without written permission of the Organizing Authority.

7.7. Only entered competition boats may be kept in the venue boat park unless permission is granted by the Organizing Authority.

7.8. Equipment shall only be replaced with permission of the Race Committee.

9. SAILING INSTRUCTIONS

Sailing instructions will be available at registration.

 

10.COURSERS

Trapzoid, Windward/Leeward, and IODA courses will be sailed as SIs described.

 

11. PANALITY SYSTEM

11.1 The Scoring Penalty, rule 44.3, will not apply.

 

12. INTERNATIONAL JURY

An International Jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5.

 

13.Scoring

13.1. RRS Appendix A will apply. RRS B8 is deleted.

13.2 2 races are required to be completed to constitute a series

13.3 When fewer than 5 races have been completed, a boat's series score will be the total of her race scores. When 5 or more races have been completed, a boat's series score will be the total of her race scores excluding her worst score.

 

14. PRIZES

14.1 In this regatta, medals will be awarded to the top 3 boats in each class.. The Organising Authority may alter prizes if fewer than 8 boats are

entered in an event.

14.2 ASAF will award the ASAF Sailing Cup to the highest scoring nation in the ASAF Sailing Cup Series.

 

 

15. BERTHING

15.1. Boats shall be kept in their assigned places in the boat park.

 

16. INSURANCE

All boats competing shall carry current third party property insurance cover and third party personal liability insurance cover valid in Shanghai. The minimum third party personal liability cover shall be at least RMB 500,000. Proof of insurance shall be presented together with registration form. The Organising Authority will provide adequate insurance for the boats supplied by the Organising Authority.

 

17. DISCLAIMER OF LIABILITY

17.1. All participants competing in the races do so at their own risk and responsibility. See ISAF RRS Rule 4, Decision to Race; “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”.

17.2. All participants must be aware that the nature of marine sporting activities may include injury or death. By entering the event and completing registration, participants agree:

(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission;

(d) It is the sole responsibility of the participant to ensure their boat is in good order, includes all required safety equipment and equipped to sail in the event and they are fit to participate;

(e) At no point in time, either ashore or afloat, is the Organizing Authority, the race management team, patrol boats or any other officials and volunteers responsible for the safety of the participants.

17.3 The Organizing Authority, its supporting partners, clubs and any person involved in the organization of the event will not accept any liability for loss, injury or nuisances to people or things, both on the water or ashore, occurring as a result of taking part in the event announced in this Notice of Race.

17.4 For all sailors under the age of 18, a parent or legal guardian shall sign the

disclaimer on the sailor’s entry form.

 

18. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT

18.1 By participating in an event of the ASAF Sailing Cup, competitors automatically grant to the Organizing Authority, ASAF and their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

18.2 Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organising Authority.

18.3 The top three competitors as well as the individual race winners may be required to attend a media press conference each day.

18.4 Competitors may be required for interviews at the regatta.

 

19. FURTHER INFORMATION

Further information will be described in the Notice of Race of each regatta.

 

20. REGATTA NOTICE OF RACE

If any conflict arises between the ASAF Sailing Cup Notice of Series and the

Notice of Race of an individual regatta, the Notice of Race of the individual

regatta will prevail.

 

21. VISA Invitation.

In accordance with current Govt guidelines, all competitors, coaches and accompanying personnel must process a Valid entry VISA. This can be obtained in your country of residence by contacting the Embassy of PRC along with a VISA invitation letter issued by SYCR. A EARLY ARRIVALS

Teams wishing to arrive before the official arrival date should contact the organizers in order to book accommodation and charter boats. For further details and information, please contact the OA.

 

B LOCAL TRANSPORTATION TO AND FROM THE AIRPORT

The OA will provide a free shuttle bus service from Pudong International Airport/Hongqiao Airport to Shanghai Yacht Club & Resort by booking this with the office at the club. For further details and information please contact the OA.

 

C SOCIAL EVENTS & CEREMONIES

To enhance the friendship between the competitors and to make their stay in SYCR more enjoyable, appropriate social events may be organized. The dress code for all social events will be smart casual attire. For the Welcoming and Closing Ceremony, sailors are encouraged to wear National Team uniforms or team colours.

 

D VISA REQUIREMENTS

It will be the responsibility of the participants to make their own arrangements to obtain a valid visa to China. The OA may provide a letter of invitation if required.
